Handy Help LLC is first minority owned Limited Liability Company to provide cultural safe services to help individuals and their families achieve the highest quality of life possible.

Our Founder and Executive Director is a licensed social worker who’s profession is rooted in a set of core values embraced by social workers throughout the profession’s history.  Core values including:

Our primary focus is to enhance well-being (e.g. mind, body, soul) and service delivery to help meet the basic needs of all people.

We recognize individual’s complex and intersecting identities, such as disability, race, religion, sexual orientation, gender identify, and expression, and how their experience affects their respond to the world.

  • We respect and celebrate each person’s unique strengths by cultivating a positive workplace where everyone feels welcome.
  • Culturally focused care-too often, a “color blind” approach is used in working with immigrants or refugees, which minimizes the importance of people’s cultural experience. this “color blind” approach can create barriers between practitioner and client, leading to inaccurate diagnosis and poor treatment planning. for example, when a client feels a case manager lacks an understanding of their culture and cultural norms, it is difficult for the client to build a trusting and truly authentic relationship with a case manager.

About us

Our multicultural and leadership team include members of the BIPOC, immigrants and refugees communities. We’re a specialty behavioral health provider in Minnesota that provides personalized services to people impacted by mental health, addictions, and co-occurring disorders.

Since 2009

In 2008, Jeff Spencer, a business/property owners/handyman ‘HANDY’ and Phia Xiong, a licensed clinical social worker ‘HELP’ came together to form Handy Help llc.  Handy Help llc was incorporated by its Founders to provide quality, cultural and linguistic specific support and services, skills training and safe affordable housing for Southeast Asian community members with mental illness and substance use disorder and other co-occurring disorders to live as independently as possible in the community of their choice.

Today, Handy Help llc provides culturally safe services to over 15,000 individuals and their families in Minnesota.  We are among the first self-made, minority owned LLC to contract with the metro counties providing quality services to historically underserved communities impacted by disability, mental illness (MI), substance use disorder (SUD) and experiencing homelessness.

Jeff D Spencer 
Jeff Spencer was a small business entrepreneur for 30 years before co-founding Handy Help LLC.  Mr. Spencer won multiple business awards and wrote articles for the trade and arts magazines in his field. He served on the advisory board at Century College for the upholstery program and was the first featured small business artisan in Mpls/St.Paul magazine in 1995.  Mr. Spencer has experience and knowledge in program management, contract services, budget management, developing and overseeing programs and staff, property management and creating policy for individuals with mental health and chemically dependent.
 
In June of 2010 Mr. Spencer was contracted by Ramsey County Human Services to operate a three-bed emergency shelter to serve men with MI/CD and other co-occurring disorders and homelessness.   Mr. Spencer is also a trained Adult Mental Health Rehabilitative Mental Health (ARMHS) worker.  Mr. Spencer works closely with Phia Xiong, LICSW, to creatively develop policies and procedures delineate attention to co-occurring disorders in assessments, treatment provision, care coordination and discharge planning

Home and Community - Based Services PG 1

Collaboration is at the heart of Handy Help LLC staff and leadership.  We work closely with multidisciplinary teams, including the person served, their family, and other healthcare professionals (e.g. case manager, healthcare coordinator, etc.) to address complex issues comprehensively.
INDIVIDUALIZED HOME SUPPORTS (IHS)
The goal of Individualized Home Supports (IHS) is to provide services and supports tailoring to the individual’s need while living in their own home or family home.

There are three types of Individualized Home Supports:

  • Individualized Home Supports without training, or previously known as Personal Supports.  This service option is provide to adults and children when they need support in at least one of the community living services categories.
  • IHS with training, or previously known as Independent Living Skills. This service option is provided to adults and children when they need support and training in at least one of the community living categories.
  • IHS with Family Training, or previously known as In-Home Family Supports. This service option is designed for people who live with their family to providing training to the person and their family members.

All IHS types can be provided in the persons home, family home or in community spaces shared by the public and either in person or remotely.

Our staff members meet with the person receiving services, family, case manager, and other interdisciplinary team members as stated on the person’s Community Services amd Supports Plan (CSS) to ensure expectations and goal objectives are met. We always involve the individual, their family, and their interdisciplinary team in the development of the person’s CSSP because they know the person’s needs and wants.

Emergency Assistance

Our 24 Hour Emergency Assistance Team is available around the clock to help provide on-call counseling, on-call problem solving and/or immediate response for assistance at the person’s home due to a health or personal emergency that is not related to an injury or an immediate danger.  Please know that this service does not replace the use of 911 when necessary.

HOME-MAKING SERVICE

Homemaker:  Services that help a person manage general cleaning and household activities.

Homemaker home management providers deliver homemaker cleaning services and, while onsite, provide incidental assistance with home management activities as needed. However, homemaker cleaning must be the primary service provided.

Home management activities may include assistance with:

  • Arranging for transportation.
  • Preparing meals.
  • Shopping for food, clothing and household supplies.
  • Performing simple household repairs.

Homemaker home management also includes monitoring the person’s well-being while in the home, including home safety.

Homemaker assistance with ADLs

providers deliver homemaker cleaning services and, while onsite, provides incidental assistance with ADLs as needed per the person's person- centered plan including but not limited to:

  • Ambulating.
  • Bathing.
  • Dressing.
  • Eating.
  • Grooming.
  • Toileting
  • monitoring the person's well-being while in the home including home safety.

TRANSITIONAL SERVICES

Transitional Services are provided through a waiver to fund goods, deposits and moving expenses necessary and reasonable for a person to move from an eligible setting to a home they own or rent.

A person can use transitional services to move to their own home from the following eligible settings:

  • Adult foster care home (corporate and family)
  • Hospital
  • Institution for mental diseases (IMD)
  • Intensive rehabilitation treatment or rule 36 setting
  • Intermediate care facility for persons with developmental disabilities (ICF/DD)
  • Nursing facility
  • Unlicensed setting (e.g., person’s own home, family home or integrated community supports setting)

NIGHT SUPERVISION

Definition: Overnight assistance and supervision provided by a trained staff in the person's own home based on the person's care plan.  

Night supervision services include an asleep or awake staff in the person’s own home performing activities including but not limited to the following areas: 

  • Implementation of the person’s positive support programming and transition plans.
  • Reinforcement of skill development supports (e.g., individualized home supports).
  • Assistance with activities of daily living (ADLs).
  • Assistance with instrumental activities of daily living (IADLs).

Chore Services

Definition: Assistance provided to a person or their primary caregiver to help maintain a clean, sanitary and safe environment.

 Chore services include, but are not limited to the following activities:

  • Rent a dumpster or dispose of trash.
  • Exterminate and provide pest control, limited to a reasonable number of treatments required to alleviate the pest problem.
  • Perform general indoor and outdoor home maintenance (e.g., lawn care, snow removal.)
  • Deliver groceries when the delivered products meet the majority of the person's total grocery needs for at least seven days.
  • Perform heavy household chores (e.g., secure loose rugs, wash floors, windows and walls).
  • Move or remove large household items and heavy appliances to provide safe access to and exit from the home.
  • Pack the person's belongings.
  • Rearrange or secure household items to prevent injuries or falls.

Housing Supports a.k.a (GRH)

Housing Supports

A State-funded program that help pays for rent, utilities, food, household needs and services for eligible people over 18 years of age.

Did you know that the U.S. Department of Housing and Urban Development (HUD), found 8,393 people were experiencing homelessness in 2023 in Minnesota?  According to the Star Tribune 12/17/23,  “64% were people of color compared to about 22% of the state population.”

Handy Help supports over 150 households per month in accessing Housing Support and live in their own home/apartment in Dakota and Ramsey Counties.  Housing Support case managers assist individuals in accessing an apartment and in budgeting benefits for rent, food, and utilities.  Other support and services including but not limited to medication reminders, transportation support, arranging for meetings and appointments, and arranging for medical and social services.

To begin the Coordinated Entry process to get on a housing priority  list, connect with your specific Continuum of Care (CoC) Coordinated Entry.
